Advisory Committee Report

  • The Parent Advisory Council to the Board of Education will be giving a report.

  • Eleven members will be appointed to a newly created World Language Council. The council was created by a resolution adopted last year and is charged, among other things, with raising awareness of world language programs offered at SFUSD schools, exchanging information about strengths and challenges of language programs, and brainstorming around challenges

Consent Calendar:

  • This part of the agenda includes approval of contracts, MOUs, and personnel items (approving hirings, transfers, leaves of absence, separations etc.)

  • Usually, the board votes on these all together, but any board member may “sever” a particular item from the group to discuss it in more detail and vote on it separately

Action Items:

  • The Board will vote on two resolutions seeking to grant or deny charter school renewal petitions and three resolutions concerning updates or additions to SFUSD policy.

    1. The charter schools seeking renewal are KIPP Bay Academy and KIPP Bayview

    2. The policy updates relate to:

      1. Prohibitions on certain kinds of mass mailings to the public

      2. Updates to the uniform complaint procedure

      3. Update to policy on school field trips: students must not be excluded due to insufficient funds or disability

  • The full text of the renewal petitions and board policies can be found attached to the board agenda.

Special Orders of Business

  • The board will vote an extension of Superintendent Matthews’ employment contract through June 2023.

  • A tentative agreement between SFUSD and UESF (teacher and para-educator union) has been reached to approve the use of funds authorized by the Mayor to give stipends to educators at 29 “High Potential Schools.” The board will vote.

Discussion of Other Educational Items

  • The MOU between SFUSD and the SF Police Department will be discussed.

  • A report from the California Department of Education - Special Education Division will be discussed

Introduction of Resolutions

  • These resolutions will not be voted on or discussed tonight - they will be sent for discussion at one or more board committee meetings and then will come back to the full board for a vote at a later date.

  • There is an opportunity for the public to speak to any of the resolutions introduced

  • Resolutions include:

    • Five updated policies: 1) three policy updates related to accountability requirements under the state’s Local Control Funding Formula, 2) a policy on the process SFUSD must use if seeking a waiver from state education law requirements, and 3) an updated policy around school lunches, including limits on how information collected on the Multipurpose Family Income Form can be used

    • A resolution on the process for developing affordable educator housing in SF

Personnel Matters, Labor Relations, and Affordability Committee Meeting: Thursday 11/14 at 6PM

  • The Board will hear updates on the use of Emergency Credentials for teaching staff and on progress in hiring educators in Special Education

Public Comment

There is always an opportunity for public comment at school board meetings.

At regular meetings, speakers may speak to any item being voted on or may give general public comment during the time reserved for "Public Comment on General Matters." This item has recently been moved earlier on the agenda, so if you wish to speak, make sure you arrive by 6PM! Speakers must sign up in advance, either by calling the board office at (415) 241-6493 or filling out a speaker card at the meeting and handing it to Esther Casco, the executive assistant to the board, who sits next to the podium. Speaker cards must be turned in before the agenda item being spoken to is officially "called."

At committee meetings, those wishing to speak may sign up in advance or simply approach the podium when the committee chair calls for public comment.

Members of the public are typically allowed two minutes to speak, but the time given may be shorter if there are a large number of speakers.
